The alternative is investment, job creation and training to secure well paid jobs and create demand. The TUC in highlighting these issues has assumed the role of HM Official Opposition. If 100 of these establishments gave £200 each, they would raise the £20,000 required! It is another example of the private sector wanting to benefit of the back of public sector money, then complaining when they are told otherwise! Now another 100 workers are being set up for redundancy and all is not as it is being made to appear by management.
